The Interior Ministry (内府) is a division of the Central Forces. They fear Isshin Ashina but, because The Sword Saint is on the brink of death due to his grave illness compounded by his advanced age, have found their nerve as they launch an attack on Ashina Castle.
The ministry secretly created Fulminated Mercury, a base for gunpowder, using knowledge from across the southern seas. The Central Forces owes much to this chemistry innovation for their military might.
