The Interior Ministry (内府) is a division of the Central Forces. Though they fear Isshin Ashina, they have gained confidence due to his grave illness and advanced age, which have brought him to the brink of death. Seizing this opportunity, they launch an attack on Ashina Castle.
The ministry secretly created Fulminated Mercury, a base for gunpowder, using knowledge from across the southern seas. The Central Forces owes much of its military might to this chemical innovation.
